On December 19, 2011, the Board of County Commissioners adopted new County Commission Election Districts. The new Commission Districts will become effective ten days after adoption. Below is a link to the final map with the new Commission Districts: Redistricting Criteria On April 27, 2004, the Miami-Dade County Board of County Commissioners adopted Resolution 511-04 setting forth the criteria to be used in the redistricting process and a schedule for the public hearing process. Redefining the geographic boundaries of the Commission Districts must utilize the following criteria: Compliance with One-Person, One-Vote: One Person, One Vote requires legislative voting districts to have relatively equal population to insure equal representation. This is required by the Equal Protection Clause of the Fourteenth Amendment to the Constitution as decided by the Supreme Court in Reynolds v. Sims, 377 U.S. 533 (1964). Compliance with the Voting Rights Act (Section 2): Redistricting plans must afford minority groups protected under Section 2 of the Voting Rights Act an equal opportunity to participate in the electoral process and to elect their preferred candidates. Compliance with Traditional Districting Principles: R-511-04 requires that traditional redistricting principles be considered when drawing the district boundaries. These include respect for communities of interest and for political and administrative boundaries. Additionally, these principles require that the districts be reasonably compact, contiguous and protect incumbent commissioners from running for election against another sitting commissioner. Creation of a Citizens Advisory Board: R-511-04 requires the creation of a 13-member citizens redistricting advisory board to provide a written recommendation to the BCC for each draft plan (not to exceed three) proposed by the redistricting experts to the Commission. Section 1.03 of the Home Rule Charter requires that Commission District boundaries be fixed on the basis of the character, population, and geography of the districts. A two-thirds vote of the members of the Board of County Commissioners is required to amend the Commission District boundaries. Revision: Date: November 2012 By: ITD Reason: On November 6th, 2012, the citizens of Miami-Dade voted for Juan C. Zapata as new Commissioner for District 11. He was sworn in on November 20th, 2012.
